Handicap Accessibility Law in New Jersey?

Under the ADA, I have found they are because it was built before the ADA Act of 1977. I am a disabled gulf war veteran and my complex is refusing to do any changes such as cut curbs, provide access into the clubhouse where our community pool is, also where they hold the board meetings so all unit owners may attend and to make decisions about our community, what happens and to vote as well, etc etc. To gain access to the clubhouse you have to go up 10 steps, then once you are inside, you have to go up another 4 steps. They do have a ramp on the side, but that is illegal as well. To even get to the ramp, it’s all grass. So when I am in my wheelchair how am I suppose to get to this illegal ramp over grass. The ramp itself, it is splintered wood for one , it only has ONE rail, and also the length of it is illegal. Then once you get up that ramp, it then leads to a step. Once inside, you have to go up 2 more steps. It is very nerve racking to think that they are exempt from any of these laws. To me it does not make any sense nor is it fair. Can someone give me some advice and maybe try to answer these questions for me? Is this legal in the State of New Jersey? Can they get away with this?
